They spend even larger amOunKS and resources on supporting these s t a f f a f t e r they have been trained. Yet, l i t t l e time is spent on evaluating whether training programmes do produce health workers with those s k i l l s t h a t a r e needed, or whether these health workers can, and do, provide effective PHC.
