Excerpt: This document was prepared in order to introduce and review major issues to be considered in the context of the FAO Technical Consultation on the Measurement of Fishing Capacity. It introduces basic definitions and major considerations for the measurement and monitoring of fishing capacity. The ultimate objective of capacity measurement is to provide information for the development of a management strategy that will ensure that fleet capacity is moving in the right direction. In this regard, it is important to estimate the magnitude of the difference between current and target capacity in order to determine the existence of overcapacity (or undercapacity), the severity of the problem and the appropriate steps and path that can be taken to bring capacity in line with the long-term target.
