Excerpt: As directed by Governor Leavitt in the attached memorandum, I am taking steps to establish an Environmental Technology Council. Some of you have participated in earlier discussions of this subject through the Innovation Action Council and other venues. My goal is that the Council quickly establish a network of people inside and outside the Agency who will engage in robust information exchange and problem solving.
